Not every rescue begins with headlines. Some rescues start in silence – because silence is often the safest place to begin the first steps of healing.
In late Spring, eight animals arrived at Turpentine Creek Wildlife Refuge (TCWR) under the quiet protection of our Witness Protection Program. Our rescue team was called to California and worked alongside state and federal agencies on a confidential rescue case. This California place had been repeatedly cited for serious animal welfare violations. After a thorough investigation, the state’s decision was clear, the facility’s permit renewal was denied. The eight animals came fragile, frightened, hopeful, and – by legal necessity – largely invisible to the world.
Due to the protection shielded by our Witness Protection Program, these eight animal stories are yet to be fully told. As their pasts are still unraveling, their futures are already unfolding here at TCWR – quietly, patiently, and one day at a time.
This silence isn’t secrecy. It’s safety.

Some of the animals we rescue have lived through unimaginable conditions – not only carrying the mental and physical scars to prove it, but often arrive at the Refuge carrying a legal case. These animals are pulled from places where laws were broken, where cruelty is evident, and where justice is unfolding.
TCWR’s Witness Protection Program allows these animals healing and safety while the courts are still making decisions. We believe that rescue is more than removing an animal from harm, but protecting them while they heal, in every way that matters.
Healing isn’t one single dramatic moment, but dozens of quiet ones:
The first time an animal approaches to eat without trembling.
The first time they explore grass instead of pacing cold, hard concrete.
The first time they may come to greet a caregiver. Or look them in the eye for a small second.
At TCWR, we measure progress in moments. These moments begin when an animal arrives – sometimes slowly and out of sight. And while most important moments happen when no one is watching, they happen because of consistency, with care, and with you.
Healing takes time. For animals in our Witness Protection Program, recovery is not guaranteed to come quick – often being a journey that unfolds over weeks, months, and sometimes years.
